The conference officially opened at 8:30 am on August 17th. Academician Zhao Zhengguo, Vice Chairman of the Chinese Physical Society, presided over the opening ceremony and the morning session. Professor Li Xing, Secretary of the Party Committee of Ningxia University, delivered the opening speech, extending a warm welcome to all the delegates and providing a brief introduction to the development history and construction plans of Ningxia University.
Following the brief opening ceremony, Chairman Zhang Jie delivered the work report on behalf of the 12th Council. The report comprehensively reviewed the fruitful achievements of the 12th Council over the past four years in academic exchanges, scientific popularization, international exchanges and cooperation, think tank construction, scientific awards, talent recommendation, industry-university-research integration, and organizational development. Several suggestions were put forward for the future development of the society, emphasizing the adherence to principles, clear direction, and the pursuit of a development path with Chinese characteristics in the field of science and technology associations. The report also highlighted the importance of consolidating the foundation, steadily advancing, expanding the membership, strengthening the management of branch organizations and talent development, promoting high-level academic exchanges, enhancing academic leadership, focusing on key areas, encouraging science popularization activities, expanding international exchanges and cooperation, broadening the scope of services, and promoting the multidimensional integration of science, technology, industry, and the economy.
Later, Chairman Zhan Wenlong delivered a work report on behalf of the first Board of Supervisors. The report comprehensively summarized the performance of the current Board of Supervisors in fulfilling its supervisory responsibilities and actively participating in society activities. It highly recognized the overall work of the 12th Council and suggested that the new Board of Supervisors adhere to its original mission, earnestly fulfill its supervisory responsibilities, continuously promote institutionalization and standardization, explore diverse forms and methods of supervision, further enhance the effectiveness of supervision, and transform supervisory recommendations into the driving force for the innovative development of the society.
Next, Vice Chairman Xue Qikun, an academician, explained the revision of the "Constitution of the Chinese Physical Society." Vice Chairman Gong Qihuang, also an academician, explained the allocation and election methods for the representatives of the 13th National Congress of Members, candidates for the 13th Council, and candidates for the 2nd Board of Supervisors. Vice Chairman and Secretary-General Fang Zhong, an academician, presented the financial work report of the 12th Council of the Chinese Physical Society.
After the conference reports, the delegates formed three groups to review the work reports of the Council and the Board of Supervisors, financial work reports, and the draft revision of the "Constitution." The group discussions were enthusiastic, with delegates speaking actively based on their practical work experience and expressing their opinions and suggestions on the society's work.
The plenary session and thematic report session in the afternoon were chaired by Academician Gong Qihuang, Vice Chairman of the Society. Academician Ma Yugang, Chairman of the Shanghai Physical Society, Academician Feng Donglai, Deputy Director of the Low Temperature Physics Committee, and Researcher Zhang Shougang, representing different groups, summarized and delivered speeches on the discussions. Following that, elections were held for the 13th Council members and the 2nd Board of Supervisors. The voting was conducted anonymously, and all 100 candidates for Council members and 8 candidates for Supervisors were elected.
During the thematic report session, Academician Li Jiangang, Vice Chairman of the Society, Academician Zhao Zhengguo, Vice Chairman of the Society, Researcher Wei Hongxiang, Director of the Science Popularization Committee (representing Committee member Cheng Meng), and Professor Li Jianxin, Chairman of the Jiangsu Physical Society, were invited to give excellent presentations titled "Development and Prospects of Magnetic Confinement Fusion in China," "Leveraging the Advantages of Science and Technology Diplomacy and Expanding Channels for International Communication," "Inspiring the Original Motivation of Popular Science and Enhancing Discipline Recognition," and "Several Practices of the Jiangsu Physical Society in Science and Technology Innovation Services," respectively.
The first meeting of the 13th Council was subsequently held, chaired by Academician Xue Qikun. The attending Council members elected 33 Executive Council members through anonymous voting. One Chairman and six Vice Chairmen were also elected through voting. Academician Zhang Jie was elected as the Chairman of the 13th Council, and Academician Fang Zhong, Academician Gao Yuanning, Academician Li Jiangang, Academician Sun Changpu, Academician Xue Qikun, and Academician Zhao Zhengguo were elected as Vice Chairmen. Upon the nomination of the newly elected Chairman Zhang Jie, the attending Council members voted to appoint Academician Fang Zhong as the Secretary-General of the 13th Council. The plenary meeting of the Council, consisting of all party members, elected members of the 13th Council Party Committee through anonymous voting. At the first meeting of the 2nd Board of Supervisors held concurrently, the 8 newly elected Supervisors voted anonymously and selected Researcher Zhu Shaoping as the Chairman of the 2nd Board of Supervisors.
The closing session of the conference was chaired by Vice Chairman and Secretary-General Fang Zhong. The conference approved the work report of the 12th Council, the financial work report, the work report of the first Board of Supervisors, and the amendment to the "Constitution of the Chinese Physical Society." Finally, Academician Zhang Jie, Chairman of the 13th Council, delivered a speech. On behalf of the 13th Council, he expressed sincere gratitude to the outgoing 12th Council and the first Board of Supervisors, and stated that in the future, they will work together with the members and physicists nationwide to build a new framework for the society's work and make it a beloved home for science and technology workers.
During the conference, the 4th meeting of the 12th Council of the Chinese Physical Society and the 1st meeting of the 13th Council's Executive Council were held consecutively.
The conference was hosted by Ningxia University. The attending delegates expressed heartfelt thanks to the organizing committee for their hard work and strong support. With the joint efforts of all the member representatives, the conference successfully concluded.
